The resource decision | A question to investigate
Choose a water system around its duty
A pharmaceutical water investment should begin with the required quality and demand pattern, then examine how different systems deliver that duty. The interesting comparison is not a technology slogan. It is a dependable supply, controlled through its lifecycle, with transparent capital, utility and operational consequences.

The people carrying the risk
A facilities director may own the utility budget while manufacturing experiences supply interruptions and quality owns release confidence. For a new or substantially changed water system, these responsibilities need a shared specification. A proposed NEUVIOR comparison would examine a particular site duty with experienced pharmaceutical-water specialists. It would support an investment discussion without pretending that a generic online calculation can select or qualify a Water for Injections system.
Compare the delivered service
Define required grades, instantaneous demand, annual demand, storage, distribution and sanitisation. Include seasonal feed-water conditions, standby operation and rejected water. The boundary should reach the point of use rather than end at the generator. Compare options against the same service requirement, resilience assumptions and maintenance access. A system with a favourable generation figure can still be unattractive once distribution losses, idle demand or backup arrangements are counted.
Keep technology and control together
EMA guidance recognises pharmaceutical water quality expectations and the context for non-distillation production of injectable-quality water (EMA, n.d.). That does not make competing designs interchangeable. A proposed study would examine microbial control, monitoring, treatment barriers, operating competence and qualification requirements alongside energy. A lower utility estimate should not outweigh an unresolved control strategy. Equally, a familiar technology should not escape a transparent comparison of its whole operating duty.

Where does the
improvement end?
A material can leave one ledger and enter another. Expand the view to see what a manufacturing decision still needs to account for.
What is needed to make the same accepted product?
A smaller input is only the beginning.
- Included
- Fresh materials, water, the transformation and accepted product output.
- Still unresolved
- Recovery energy, treatment, cleaning and upstream production are outside this first view.
- The decision
- Use this view to locate a material-intensive step. It cannot establish a whole-process environmental advantage.
- Evidence to bring
- Batch-linked charges, accepted output and a consistent product specification.
Boundary context: ACS (2014) and EMA (2026). Study framing is NEUVIOR’s proposed approach.
A practical first commission
The initial scope would request a user requirement specification, historical demand where available, feed-water analysis, proposed layouts and supplier information. Model representative low, normal and peak duty rather than only nominal capacity. Identify missing evidence before asking vendors for increasingly detailed quotes. The proposed outputs are a comparable duty schedule, lifecycle cost model, technical questions and an evidence-led shortlist. Detailed design and qualification would remain a separate authorised engineering programme.
The investment case has several ledgers
Show capital, electricity, heat, water, consumables, sampling and maintenance separately. Describe what happens during planned service and an unexpected outage. Environmental reporting should use activity and factor assumptions appropriate to each energy source, with water consumption stated independently. The finance team should see the utilisation and tariff assumptions that could reverse the preferred option. Reliability claims need evidence about the proposed arrangement, rather than an assumed premium for a technology name.
No purchase before a credible requirement
Stop the comparison if suppliers are answering different duties, feed conditions remain unknown or the distribution design is excluded from the cost. Where the business cannot define acceptable interruption or growth demand, resolve that decision first. A bounded paid requirements and options study can save repeated procurement work and create a stronger basis for specialist design. It would not represent regulatory approval or establish performance of an unbuilt system.

Document retrievedThe brief for the next investment decision
The proposed investment brief would put every option on the same demand schedule and identify the cost of meeting peak duty, low demand and maintenance conditions. The water-system owner would confirm operating competence and service arrangements; manufacturing would agree interruption consequences; quality would specify the evidence needed for the intended use. A supplier clarification list would distinguish missing commercial information from unresolved technical design. Before detailed procurement, the customer would know which assumptions dominate the preferred option and which finding would require the shortlist to be reconsidered.

Bring us the decision you need to make
A useful first discussion starts with one process, one accountable owner and the choice that needs evidence. Share the decision deadline, the information already available and what a credible result would allow your team to do next.
Another useful angle.
- Give each water stream a justified next use
A pharmaceutical site can contain streams with very different qualities and destinations.
- Electrify the duty that can carry the change
Replacing a heat source is a production decision as well as an energy decision.
- Measure the uncertainty that could change the investment
A resource dashboard can be visually convincing while telling a manufacturer little about what to do next.
