The resource decision | A question to investigate
Give each water stream a justified next use
A pharmaceutical site can contain streams with very different qualities and destinations. Treating them all as interchangeable hides both opportunity and risk. A water-cascade decision asks whether a specific stream has a suitable next use, with the treatment, segregation and control needed to make that use credible.

Start with a recipient, not a reuse target
An engineering or utilities lead may see a potential reduction in incoming water and discharge. Production needs dependable supply; quality needs the right water for the intended application. A proposed Resource Economics study would begin with a named source stream and a named receiving use. It would avoid an undifferentiated percentage target that encourages the easiest water to be counted while leaving the practical destination unresolved.
The boundary is physical
Map source variability, collection, treatment, storage, distribution and the point of use. Record temperature, relevant chemical and microbiological characteristics, flow timing and any reject stream. Distinguish utility applications from pharmaceutical processing and product-contact cleaning. A stream suitable for one purpose may be unsuitable for another. The comparison should include the existing water supply and disposal route for the same receiving duty, including the backup arrangement when recovered supply is unavailable.
A cascade can move the burden
Treatment may consume energy, chemicals and replacement media. Storage may introduce a control problem that did not exist in the original once-through arrangement. A recovered stream available at the wrong time may require larger tanks or offer little dependable displacement. These factors should be modelled before a reuse claim is made. The study should also test whether a simpler source reduction would achieve the same objective with fewer dependencies.

Where does the
improvement end?
A material can leave one ledger and enter another. Expand the view to see what a manufacturing decision still needs to account for.
What is needed to make the same accepted product?
A smaller input is only the beginning.
- Included
- Fresh materials, water, the transformation and accepted product output.
- Still unresolved
- Recovery energy, treatment, cleaning and upstream production are outside this first view.
- The decision
- Use this view to locate a material-intensive step. It cannot establish a whole-process environmental advantage.
- Evidence to bring
- Batch-linked charges, accepted output and a consistent product specification.
Boundary context: ACS (2014) and EMA (2026). Study framing is NEUVIOR’s proposed approach.
What a proposed diagnostic would examine
Request a water schematic, metered use, treatment performance, relevant specifications, discharge arrangements and production schedules. Select a limited period that includes meaningful variation rather than one unusually steady day. The initial output would identify candidate matches between supply and demand, a provisional balance and a quality-led evidence plan. Any physical trial would need site approval and suitable technical oversight; a desk assessment does not establish the safety of a new connection.
Measure the right displacement
Report actual fresh water avoided at the receiving duty, additional treatment demand and changes in effluent, all within a stated boundary. The commercial case should include maintenance, monitoring, pipework, downtime and backup supply. Water volume, energy-related emissions and local water constraints are different considerations. Do not translate litres directly into an all-purpose environmental score. A robust decision may favour a modest reliable cascade over a larger theoretical reuse fraction.
When the loop should remain open
Stop if source variability cannot be characterised, the recipient specification cannot be met or backflow and cross-connection risks remain unresolved. Reject a proposal whose benefit depends on unrealistic continuous demand. A paid feasibility scope should leave the customer with a clear candidate, the conditions under which it could work and the reason other options were excluded. That is the foundation for a later engineering and qualification decision.

Document retrievedThe brief for the next investment decision
The proposed decision brief would pair each candidate source with its receiving duty and show the periods in which the match fails. Utilities would own supply availability, quality would confirm the intended-use requirements and engineering would assess the physical separation and backup arrangement. The next investigation would have an agreed sampling question, rather than a general request for more water data. Finance would see dependable displacement separately from theoretical maximum reuse. That distinction helps decide whether a modest direct connection deserves engineering work or an elaborate treatment proposal needs to be deferred.

Bring us the decision you need to make
A useful first discussion starts with one process, one accountable owner and the choice that needs evidence. Share the decision deadline, the information already available and what a credible result would allow your team to do next.
Another useful angle.
- Choose a water system around its duty
A pharmaceutical water investment should begin with the required quality and demand pattern, then examine how different systems deliver that duty.
- Keep a useful stream from becoming a difficult mixture
Once process streams are mixed, information and recovery options can disappear with them.
- Find the use for the heat before buying the exchanger
Waste heat has value when a real demand can use it at the right temperature and time.
