The resource decision | A question to investigate
Measure the uncertainty that could change the investment
A resource dashboard can be visually convincing while telling a manufacturer little about what to do next. The useful measurement is the one that can distinguish competing explanations or change a capital decision. Resource Economics begins with that decision and works backwards to the smallest credible evidence plan.

Data collection needs a buyer
An operations lead may want to explain variable utility demand, while finance wants confidence in an investment estimate. Engineering may propose meters without a shared plan for interpreting them. A proposed NEUVIOR measurement study would select one unresolved process or utility decision and identify the evidence that would change its outcome. The aim is a focused measurement plan, not an open-ended installation of sensors or a dashboard built before the question is clear.
Define the boundary before the meter
Specify the equipment, streams, production period and accepted output to which measurements will relate. Separate shared utility allocation from direct measurements. Record units, calibration status, timestamp alignment and missing data. A site electricity total divided by product output may be useful for a broad view but cannot by itself establish why one operation changed. The proposed study would make those limits visible rather than imply detail that the source data cannot support.
Precision is not the same as usefulness
A high-frequency signal may add little if product mix and batch timing are unknown. A modest sampling programme may be more valuable if it resolves the composition of a costly waste stream. The proposed comparison would rank evidence by its ability to distinguish options, the cost of obtaining it and the consequences of being wrong. Modelled factors and measured activities would remain separate, so better presentation does not conceal weaker knowledge.

Where does the
improvement end?
A material can leave one ledger and enter another. Expand the view to see what a manufacturing decision still needs to account for.
What is needed to make the same accepted product?
A smaller input is only the beginning.
- Included
- Fresh materials, water, the transformation and accepted product output.
- Still unresolved
- Recovery energy, treatment, cleaning and upstream production are outside this first view.
- The decision
- Use this view to locate a material-intensive step. It cannot establish a whole-process environmental advantage.
- Evidence to bring
- Batch-linked charges, accepted output and a consistent product specification.
Boundary context: ACS (2014) and EMA (2026). Study framing is NEUVIOR’s proposed approach.
A bounded evidence-design commission
Request the pending investment question, existing records, available meters, analytical methods and relevant operating schedules. Build a provisional material or energy balance and identify where uncertainty is concentrated. The proposed output is a data dictionary, a targeted measurement plan and a decision model showing how different findings would affect the recommendation. Any installation or sampling would require separate site agreement, suitable technical ownership and an appropriate quality or safety assessment.
What the measurement is worth
The commercial comparison should include measurement equipment, installation, analysis, staff time and maintenance, alongside the scale of the decision it supports. Environmental indicators should show raw activity and the assumptions used to estimate impact. Government conversion factors can help translate appropriate activity data; they cannot repair an incorrect boundary or missing process information (DESNZ, 2026). A capital committee should be able to see why the proposed evidence is proportionate to the uncertainty it addresses.
Do not collect data indefinitely
Stop or narrow the programme if no plausible finding would change the decision, access cannot support representative measurement or the measurement cost exceeds its likely decision value. Agree the review date and interpretation rules before collecting more information. A paid scope should finish with an answer, a specific next experiment or a justified deferral. That creates a commercially useful evidence asset instead of a permanently unfinished monitoring project.
NEUVIOR Data Analysis
A source.
A question.
A clearer decision.
Useful intelligence keeps its evidence attached.
Our public analysis connects a defined question with named sources, reporting periods and methods. Each source below shows the work available today and the access still needed.
Published-data analysis, research hypotheses and evidence studies are distinct kinds of work. Their meaning should remain clear as the programme grows.

Document retrievedThe brief for the next investment decision
The proposed decision brief would name the uncertainty, the cheapest credible way to reduce it and the action each possible finding would support. Engineering would confirm measurement feasibility, operations would identify representative conditions and finance would assess whether the evidence could change the investment choice. A collection plan would have a review date and a completion rule before installation or sampling begins. The buyer could then commission a finite evidence task with an identifiable result, rather than pay for more data without knowing how those data will affect a real decision.

Bring us the decision you need to make
A useful first discussion starts with one process, one accountable owner and the choice that needs evidence. Share the decision deadline, the information already available and what a credible result would allow your team to do next.
Another useful angle.
- Ask suppliers for evidence that can change a decision
A supplier's environmental statement is useful when it relates to the material, location and process being purchased.
- Electrify the duty that can carry the change
Replacing a heat source is a production decision as well as an energy decision.
- Change the pack without losing the medicine
Packaging can offer a visible materials story, but its first job is to protect and deliver the medicine appropriately.
