The resource decision | A question to investigate

Change the pack without losing the medicine

Packaging can offer a visible materials story, but its first job is to protect and deliver the medicine appropriately. The interesting innovation is a pack that meets its real duty with a justified resource and commercial case. A lighter appearance or a recyclable label is not enough.

Who benefits, and who must be convinced

A packaging lead may want lower material demand, procurement may want supply flexibility and commercial teams may want a clearer environmental story. Quality and regulatory colleagues need evidence about compatibility, stability and the intended use. A proposed Resource Economics assessment would compare a defined packaging component for a specific product context. It would avoid making broad claims across packs with different barriers, handling requirements or patient needs.

Use a functional comparison

Define the medicine quantity protected, shelf-life requirement, distribution conditions and user needs. Include primary and relevant secondary packaging, manufacturing rejects, transport and product loss where supported. Compare packs that deliver the same required function. A material reduction that increases damage or causes more medicine to be discarded can reverse the apparent benefit. Separate theoretical recyclability from collection and processing arrangements that exist in the market being discussed.

The change can travel into the product

A new plastic, coating or closure may alter compatibility or protection and create a different evidence requirement. Manufacturing equipment may need adjustment, and a smaller pack may affect handling or information presentation. The proposed comparison would make these dependencies visible before a design is selected. EMA's plastic packaging guidance supplies quality context; it does not endorse a particular recycled material or establish that an alternative pack is suitable for a medicine (EMA, n.d.).

A first study before procurement

Request component specifications, supplier declarations, current material masses, pack performance, reject rates and relevant stability information. Identify what is documented and what would require specialist testing. The proposed output is a comparable bill of materials, an evidence-gap map and a staged qualification plan. Any stability, compatibility or usability work would need an appropriate protocol. The scope should distinguish a packaging concept review from approval to introduce the component into production.

Protect the medicine. Account for the material.

A packaging alternative has to preserve the product’s required function as well as improve a resource measure. The comparison needs an appropriate pack, product and distribution boundary.

Separate the protection question from the material ledger. Less material is not automatically the better choice if it changes stability, usability, damage or the work needed to handle the product.

Boundary context: ACS (2014) and EMA (2026). Study framing is NEUVIOR’s proposed approach.

Two ledgers, one decision

Economic measures include component price, tooling, qualification, line performance and product loss. Environmental measures may include material consumption, supported disposal routes and estimated lifecycle effects with a stated boundary. Do not use a single recyclable component to describe an entire pack as environmentally superior. The investment case should show the scale at which new tooling makes sense and which supplier or collection assumptions could change the conclusion.

Claims must wait for the evidence

Stop if the candidate cannot meet required protection or compatibility, a collection route is only hypothetical or a comparative claim lacks a fair baseline. Where a lighter secondary component offers a lower-risk improvement than changing primary contact material, assess that route first. A bounded paid review should help the customer decide what deserves testing and which claims could eventually be supported, rather than supplying attractive language in advance of evidence.

The brief for the next investment decision

The proposed decision brief would distinguish changes to product-contact material from changes to secondary packaging, with the evidence burden and commercial value shown for each. Packaging specialists would own performance requirements, quality and regulatory colleagues would identify the change pathway and procurement would confirm supplier capability. A future trial would need agreed protection and line-performance criteria. Commercial teams would receive a separate statement of what could be communicated and what remains unproven. This helps a customer choose an achievable materials project without relying on an environmental claim that the final pack cannot support.
