The medicines business | A question to investigate
A recall message is only useful when the action is clear
A recall can be correctly issued yet difficult to execute across a fragmented supply network. Different pack descriptions, uncertain contacts and incomplete acknowledgement records create work at the moment clarity matters most. NEUVIOR is interested in the operational readiness around that handoff: whether the right people can identify the affected product, understand their responsibility and record what happened without confusing a notification with completed action.

Find the gap between sending and completing
The number of messages sent does not show whether affected stock was identified or the appropriate response completed. Nor does a low response count explain whether a contact was wrong, a message was missed or no relevant stock was held. A useful exercise separates these states. It examines the chain from approved instruction to receipt, interpretation, action and confirmation, while avoiding assumptions about what an acknowledgement alone proves.
Begin with the official process
MHRA’s defective-medicines guide covers reporting, investigation and recall of suspected defects (MHRA, n.d.). GDP guidance provides the broader distribution framework (MHRA, 2014). These references establish the context for a readiness exercise, not an alternative recall procedure. Any proposed evaluation would be subordinate to the organisation’s authorised quality system and applicable official instructions. It would not initiate a recall, assign its classification or issue messages to customers.
Identity is an operational question
A product can appear under a brand, generic description, local stock code or supplier code. A readiness review should examine how those identifiers connect to the approved instruction, including presentation and batch scope where relevant. The aim is to expose uncertain mappings before an incident. A false match can burden an unaffected site; a missed match can leave an affected site outside the exercise. Both deserve separate assessment rather than a single attractive accuracy number.
A clearer completion record
A useful output would distinguish no affected stock, action completed, further evidence requested and no response received. Those states would carry their supporting record and responsible owner. The quality team could then see which part of the simulated response needs attention, rather than treating every missing acknowledgement as the same operational problem.

Would a quicker review make the decision better?
The interesting question is the complete piece of work: finding relevant material, checking it, correcting the draft and reaching an accountable decision.
A proposition to investigate
Less preparation. The same ability to challenge.
An evidence-review approach could be useful if it reduces avoidable preparation while preserving source access, relevant qualifications and professional checking. That is the proposed value to test. No time reduction, accuracy improvement or customer result is asserted in this example.
The proposition is constructed for this public brief. It is not a published finding about PHARMORIS.
What the next brief would contain
A decision someone
can commission.
- The decision
- Whether one defined review task merits an agreed evaluation.
- The comparator
- The team's existing complete review process, including checking and corrections.
- The evidence
- Representative cases, source records, reviewer decisions, complete-task effort and exceptions.
- Stop or redesign
- Stop or redesign if source checking weakens, errors are unacceptable or the complete task offers insufficient value.

Keep this example briefA tabletop study with controlled materials
NEUVIOR would propose a simulated exercise using approved historical or fictional recall materials clearly separated from live communications. Inputs might include a permitted product catalogue, role-based contact map, workflow steps and anonymised completion records from earlier exercises. The comparator would be the existing readiness pack. A proposed PHARMORIS brief could be assessed for clarity and traceability, with the quality owner controlling every scenario and no experimental instruction reaching external recipients.
What an exercise should reveal
Measures could include time to establish the affected scope, ambiguous mappings identified, proportion of tasks with a named owner and the difference between receipt and completion evidence. The exercise should include an unavailable contact, incomplete stock information and an uncertain acknowledgement. These are useful tests of the process. Passing a tabletop exercise would not establish regulatory compliance, performance during a real incident or suitability for automated recall management.
Reasons to pause or reject the approach
The exercise should stop if simulated material risks being mistaken for a live recall, if customer information cannot be used appropriately, or if the proposed view hides unresolved product identity. It should also stop when completion is inferred from a message being opened. A negative result might point to better contact maintenance or clearer procedures rather than a new technology. That is a legitimate outcome when the business problem is operational discipline rather than analytical complexity.
A focused first conversation
A quality or distribution leader can start with one handoff that repeatedly becomes difficult during an exercise. Explain who sends the instruction, who acts and what evidence is needed to close the loop. We can discuss a bounded readiness study and its safeguards. The potential value is a clearer account of responsibilities and evidence across the supply chain, with official recall decisions and all real-world execution retained by the people authorised to carry them out.
