A decision system for early development

How a medicines question earns the right to advance.

You should be able to see what is known, what remains uncertain, who has authority, and what evidence would change the next decision.

  1. 01Need
  2. 02Evidence
  3. 03Test
  4. 04Decision
Evidence first. Authority visible. Decisions recorded.

Method | Evidence first

Authority | Human

Outcome | Advance, redesign, pause or stop

The evidence ledger

Six states. One honest record.

A status changes only when the supporting evidence, authority and review record change. Interest alone does not move the work.

  1. 01

    State 01

    Open question

The need, hypothesis and uncertainty are defined.
  2. 02

    State 02

    Source reviewed

Relevant evidence, limitations and contrary findings are recorded.
  3. 03

    State 03

    Rights clarified

Access, ownership and permitted use are documented.
  4. 04

    State 04

    Work authorised

Scope, owner, resources and safety responsibilities are approved.
  5. 05

    State 05

    Result reviewed

The result and remaining uncertainty are assessed by accountable people.
  6. 06

    State 06

    Decision recorded

Advance, redesign, pause or stop is documented with a reason.

01

Before work begins

Four tests make the next decision useful.

The aim is not to remove uncertainty. It is to identify the uncertainty that matters and choose work capable of reducing it.

01

Relevance

What human, scientific or system need is important enough to examine?

02

Evidence

What supports the question, what challenges it and what remains uncertain?

03

Control

Can the relevant rights, data and responsibilities be documented?

04

Decisive work

What result would genuinely change the next decision?

Future operations

The system has to survive the factory floor.

A development model becomes useful when evidence, quality, manufacturing reality and named human authority remain connected. Automation can strengthen that chain. It cannot replace it.

No operating line, GMP status, production capacity or deployed robotics is claimed.

Decision discipline

Stopping can be the right result.

Good development work does not force every idea forward. A documented stop protects time, resources and trust. It also records what was learned, so the same weak assumption is not recycled later.

Human authority

Technology can organise the record. It cannot own the judgement.

Technology may organise sources, uncertainty and review records. It cannot inherit scientific judgement, safety responsibility or the authority to expose people to risk.

Accountable people define the question, approve the work, examine the result and record the decision. The system should make that responsibility clearer, not hide it.

Distinct by design

Medicines intelligence does not automatically create a development programme.

PHARMORIS is NEUVIOR’s current product priority. VARUNÉ Labs is a separate predevelopment concept. No automatic pathway, shared data flow, customer transfer or programme selection is claimed.

Any future exchange would require an explicit purpose, lawful rights, governance and authorised review. The founder thesis can connect questions without merging responsibilities.

Questions and answers

Make the evidence state visible.

Why begin with an open question?

An open question keeps the need, evidence gap and uncertainty visible. It prevents an early idea from being described as a finished programme.

Why must rights be clarified?

Scientific interest does not create ownership or permission. Relevant access, ownership and permitted use should be documented before work is represented as controlled.

Can a decision be to stop?

Yes. A documented stop can protect people, time, resources and trust when evidence does not support progress.

Can technology make the scientific decision?

No. Technology may organise sources, uncertainty and review records. Accountable people retain scientific judgement, safety responsibility and decision authority.

Does this model create a pathway from PHARMORIS to VARUNÉ Labs?

No automatic pathway is claimed. PHARMORIS and VARUNÉ Labs have distinct scopes under NEUVIOR. Any exchange requires an explicit purpose, lawful rights, governance and authorised review.
